It's actually more of a social hypocrisy. Because, when they kill the killers, they kill in "hand of justice" or any equivalent. When the executioners chop off the head of the convicted, they are, for a short period of time, no longer human, but some being of a higher degree. So, they aren't bound by the same rules the humans are. They can kill, for they can kill righteously. After the execution, they re-become human.

That's what I've always thought... It's a very honest question, that needs to no longer exsist. The end to it would have to be A) people stop murdering or B) no more capital punishment. I think the latter is the best and only plausible solution.
